Problem Note 43022: ERROR OCCURS WITH the TPSPLINE procedure IN UTF-8 SESSION

When running PROC TPSPLINE in a UTF-8 session an error such as:
ERROR: A bug in SAS has been encountered. Please call your SAS representative
and report the following message:
error in message file: group=638 message=18 length=36; error detected by zmsgsav.
might be encountered.
There is no circumvention for this issue.
